Elaboration of Guidelines for Civil Microcrediting Fund (CMF)

Project description:

CTC experts elaborated guidelines for micro crediting organizations in the framework of “Strengthening microcrediting capacity of Meerim Foundation” project. 

 

The purpose of elaborating the manual: Provide CMF employees with practical guidelines for improvement of microcrediting and general operational activities and capacity.

 

Process of elaboration:

Diagnostic phase has revealed most critical areas of Agency’s operations that later on became the focus of attention.

 

In the area of management:

  • Development of organization’s strategy, with clear priorities in micro finance field
  • Development of organizational structure (structure corresponding to development strategy)
  • Distribution of functions and competences among employees, personalization of tasks on the basis of strategy and organization objectives
  • Development of unified planning system, that will cover strategic planning and transformation of strategies into operational plans (quarterly, monthly, weekly)
  • Development of single reporting system on the basis of staff work plans and company plan

In the area of marketing:

  • Development of marketing strategy and marketing plan. 
  • Improvement of the process of developing credit products and services according to organizational and financial goals. 

In the area of financial management:

  • Defining financial policy and formalizing financial management procedures.
  • Formalization and standardization of operations (micro crediting), including elaboration of credit policy and improvement of credit portfolio management procedures

Subcontractors for this project were “Idis-Audit ltd” company (section on financial accounting and audit) and “Consultant” company (section on leasing in microfinance intuitions).
