1)     Analyzed legal regulation and procedures on permit issuance in four government agencies

2)     Analyzed international practice in issuance of permits

3)     Sought opinion of civil servants, recipients of experts on permit issuance

4)     Developed recommendations for simplification of permit issuance procedures

5)     Developed recommendations for reform of the permit issuance system

6)     Developed recommendations on:

a.      Transition to the system of complex permits in the area of environmental protection in the Kyrgyz Republic

b.      Application of international practice on customs regulation

c.      Introduction of best international practices on antimonopoly policy
