Increasing SMEs' awareness of public procurement system

Project objective: Increase number of contractors under public procurement system involving greater number of SMEs through better effectiveness and transparency of the public procurement system.

 

The Center of Training and Consulting:

·         analyzed existing distortions and skews in public procurement that undermine contractors’ trust and prevent them from participation in public tenders.

·         Discussed with state agencies possibility of introducing some recommendations on tender procedures.

·         Prepared and disseminated informational materials.

·         Organized seminars on participation in pubic procurement for small and medium enterprise.

·         Worked with companies on creation of Association of Contractors (lobbying interests of contractors, providing initial financial support, assistance with registration, strategy making, and attraction of potential clients).

  • Assisted State Commission on Public Procurement in elaboration and introduction of monitoring procedures for tenders, contracts, and other.

Description of actual services provided by consultants:

  • Drawing-up report on State purchases system including following recommendations: working out rewards and sanctions system, professional standards to provide transparent purchase procedures, perform contract obligations in financial issues appropriate for small and medium business companies

·      Tender and contract procedures were reconsidered and introduced, and approved in pilot tender

·      Internet access to purchase information was provided: coming tenders, tender procedures, contract details, brief lists of companies, tender winners and contractor database

  • Regular informational lists issue for small and medium business enterprises in state purchases sphere
  • Making all arrangements for Association of State contractors organization
  • Effective system of state purchase monitoring was elaborated and introduced, adapted and used by State commission in state purchase issue.
