Optimization of State Customs Inspection (SCI) of the Kyrgyz Republic

Project objective: Improve effectiveness of the State Customs Inspection

Ideal activity model was developed which presumed improvement of customs regulation in the field of trade, economic relations, and customs control, namely:

  • Simplification of customs procedures
  • Provision of comprehensive information on participants of foreign economic activities
  • Efficient implementation of customs regimes 

Algorithm for operation of customs offices was developed with inclusion of detailed description of cash flows, informational flows, freight movement, and cross procedures.

 

The ideal activity model of SCI included:

  • Key functions of SCI
  • Organizational structure
  • Internal processes
  • Incoming and outgoing informational flows
  • Algorithm of business processes on different levels
  • Method of levying customs duties, defining participants of foreign economic activities rules and methods of their interaction with SCI
  • Rules and methods of SCI operation with other state organizations

Description of actual services provided by consultants:

1) Analysis of current SCI activity

  • Analysis of customs regulation procedures
  • Analysis of current information system
  • Needs assessment of players in customs field
  • Analysis of legislation pertinent to customs activities in Kyrgyz Republic, and in countries-participants of Customs Union and the World Trade Organization (WTO)
  • Analysis of SCI’s impact on economy of the country (impact of SCI policy on domestic producers and foreign investments)

2) Elaboration of SCI ideal activity model concept 

3) Development of SCI reform plan on the basis of SCI ideal activity model

4) Design of Terms of Reference for introduction of SCI Automated Informational System
